James Blair is Managing Director of Navigator Consulting, a site selection consulting firm specialized in supporting European companies identify the ideal business location. Blair has an international MBA from the University of South Carolina and began a 5-year banking career upon graduation.

The State of Georgia recruited Blair as Director of the state’s European Office in Brussels, where he worked in business attraction with Belgian and other European firms for 18 years. Upon returning to Atlanta in 2005, Blair served as Director of Georgia’s International Projects group, managing 7 offices across the world.

In 2014 he founded Navigator Consulting and has since then helped 20 international companies locate manufacturing operations in the U.S., announcing $1.9 billion in capital investment and 4,175 jobs.
